The July National Charter will be implemented in its exact signed form, preserving all formal “Notes of Dissent” registered by participating political parties, confirmed Salahuddin Ahmad, Home Adviser and Chairman of the Special Committee on Constitutional Reform. Speaking at a press briefing in the Parliament Media Center following the committee’s sixth meeting in the Cabinet Room on Tuesday (October 6, 2026), Ahmad emphasized that the government remains fully committed to honoring the original consensus.
He made it clear that there is no scope to alter the charter, drop dissenting notes, or introduce new conditions outside the consensus reached during the official signing ceremony.
Commitment to Original Charter: Home Adviser Salahuddin Ahmad stated, “We are holding discussions with all stakeholders in this constitutional reform committee precisely to fulfill the July National Charter. We are 100% committed to implementing the charter exactly as it was signed, including every note of dissent.”
Rejection of Unilateral Alterations: Dismissing recent demands from certain political factions to remove or bind the dissenting notes prior to implementation, Ahmad remarked, “If anyone now demands that the charter be implemented by binding or discarding the notes of dissent, we cannot accommodate that. Broad consensus was reached, and everyone signed accordingly.”
Upholding Charter Sanctity: Reminding the media that the document was executed during an official national ceremony, the Home Adviser reassured the nation that all upcoming constitutional amendments will strictly align with the spirit and clauses of the signed text.
