Bangladesh Bank has consolidated all existing directives and guidelines regarding the issuance and renewal of licenses for foreign exchange transactions, money exchangers, and gold traders under a single, unified regulatory framework. The central bank announced this landmark decision in an instructional circular issued on Monday (October 19, 2026). The primary objectives of this measure are to enhance transparency across the financial sector, streamline regulatory compliance for businesses, and tighten supervisory oversight.
The newly issued circular sets comprehensive guidelines governing the licensing, renewal, foreign currency trading, gold import-export, anti-money laundering (AML), and countering the financing of terrorism (CFT) compliance for Authorized Dealers (ADs), Money Changers, Limited Money Changers, authorized gold dealers, and gold importers.
